Probably not. I've got almost the same problem with perl 5.8.5, mod_perl
1.29 and apache 1.3.31 (I reinstalled _everything_). The difference is
that I just get an empty web page, an empty error log, and response code
200, 0 bytes in the access log. Thumbnails do get created too in the
cache directory.

Did you comment out mod_autoindex in the httpd.conf?

I'm also looking for ideas as to where to look further.
Check your GalleryTemplateDir. You have to enter your selectet template not the template parent dir: 
right: PerlSetVar GalleryTemplateDir '/var/www/gallery/templates/new'
       PerlSetVar GalleryTemplateDir '/var/www/gallery/templates/defaut'
wrong: PerlSetVar GalleryTemplateDir '/var/www/gallery/templates'

I made this mistake before...
