I guess you should set GalleryEXIFMode to 'values', according to
http://www.cpan.org/modules/by-module/Apache/Apache-Gallery-0.7.readme

Try to add the following line to the virtual host configuration:
        PerlSetVar   GalleryEXIFMode 'values'
